The national strategy is one of the key issues that take into consideration the cultural and religious values of the state with an overall mission of providing a balanced and sustainable growth by the year 2030 (Davis, 2012). Among the key elements that the government factored to be used as a tool for sustainable development was education which was to be made available to all citizen and foreigners cheaply (Boys, 2011).
